Dr. Carole Rainey-Oneil is a San Diego–based business professional with more than 35 years of experience in operational management and over 15 years in behavioral health resources and services, with a focus on aging, cultural competency, and equity. She holds a Ph.D. in Theology and a Ph.D. in Divinity and is a graduate of Aenon College.
Dr. Rainey-Oneil currently serves as a Professor and Dean of Student Affairs at American College Theological Seminary International University. In her role as Development Director for Stepping Higher, Inc., she brings innovative management tools and deep community expertise to the public sector, supporting executive leadership in the development of culturally responsive, community-centered programs for underserved and at-risk populations.
Her work includes collaborations with HCAI’s Caring4Cal initiative and the California Department of Aging’s CalGrows program, supporting SDSU outreach efforts that strengthen engagement with marginalized communities across San Diego County.
