Age Friendly Vista

The City of Vista Age-Friendly Plan is a strategic roadmap to create a livable, inclusive, and equitable community for individuals of all ages and abilities. Developed through a collaborative process centered on the voices of Vista residents, the plan highlights current initiatives that support aging-in-community and outlines key next steps to enhance accessibility, inclusivity, and safety. As a living document, it reflects Vista’s ongoing commitment to building a community where everyone can thrive.

Vista’s Domains of Livability

When developing the City of Vista’s Age-Friendly Plan, the process was guided by the 8 Domains of Livability, a framework designed to support well-being, independence, and active community participation for older adults and people living with disabilities. These domains served as the foundation for identifying local needs and opportunities. Through community surveys and Listening Sessions, residents shared their experiences and priorities, helping to shape meaningful and achievable strategies. Based on this input, Vista ultimately identified six key domains as areas of focus moving forward.

What We Heard

Community sessions highlighted key issues impacting older adults in Vista, including accessibility, transportation, housing, and social connection. Residents emphasized the need for safe infrastructure, affordable housing, expanded healthcare and mental health services, and more inclusive, intergenerational opportunities to stay engaged and connected.

Call to Action

The development of the plan is just the beginning, now comes the critical work of implementation. Community members have been clear about the importance of follow-through, and sustained involvement in age-friendly initiatives is essential to transforming this vision into action and achieving meaningful, lasting change.

On May 27, 2025, the Vista City Council approved the City’s first Age-Friendly Plan, a milestone in advancing an inclusive and supportive community for residents of all ages. CEAL was proud to serve as a key partner in this effort to develop a data-driven, community-informed plan that reflects the voices and priorities of local residents. Through a series of public meetings focused on senior services and aging-related needs, we helped engage the community and analyze input to guide the plan’s development.

The plan aligns with the State of California Master Plan for Aging and identifies local strategies to strengthen housing, health, inclusion, caregiving, and economic security for older adults in Vista.
